Purpose and Reason:

The Department has amended the Child Care Assistance Program, Starting RIght Child Care Program rules to reflect the 2015 changes in the Federal Poverty Level guidelines. Changes were effective April 1, 2015 and were filed under emergency rule making to ensure compliance with state and federal law and to prevent wrongful denial, discontinuance, or interruption of benefits for applicants and beneficiaries. Additional changes to the Child Care Assistance Program, Starting Right Child Care Program rules are amended to expand the eligibility criteria for the Race to the Top Quality Awards. Technical modifications have been made to this rule to remove references to two (2) department units: the Front End Detection Unit (FRED) and Child Care Assistance Unit (CCAU).
